Manage users section is for the reviewers. And the notification is sent to the users who are enabled for receiving system emails using Joomla's default user manager irrespective of their user group. I said Admin because usually only Admins are enabled for receiving system emails.
What is the purpose of the section: Manage Users ?
Are notifications send to the Joomla Supers Users group only ? What about the Administrator group ? What do you mean exactly with 'Admins' ?

All the admins would get the notification, For now, there is no option to choose a few of the Admins. However, it can be customized for you, please contact our Sales team via Contact us -> Request a Quote form, We'll look into it.

Just a quick question: my site has 3 admin's. Only one should receive the comment-notification (or any other notification). How do you set this up ?
