Alright found the setting but seriously 'Create Widget', which gives them the ability to also edit existing widgets. What did I miss here?

Widget Single Value Header Not Displaying was created by David Boggs

In the admin interface the header displays with no issues, however it does not display in the user interface for anyone outside of the super user group. Which security setting grants that access?
