Creating Bar Chart and Passing Parameters to Chart

Good Day,

1) I would like to create a Bar Chart similar to the "Total Income & Expenses" example chart, however the data will be pulled from a database view. I need step by step instructions on how to achieve that.
N.B. The attached file is a screenshot of the type of chart I want to create.

2) How do I pass parameters to the chart database query, so that it only pulls the data the user wants?
