Solved: Problem was due to a file permission problem common to Bitnami installations...
This affected other uploads as well...

Using vAccount v2.0.2 and Joomla 3.7.2
Unable to upload .pdf receipts...
Verified that MIME type permission for PDF is correct.
Verified that I am able to upload PDF into other Joomla apps....
